No Bail For Accused Killers In Lowell New Year's Shooting
LOWELL (CBS) – Two men were ordered held without bail Monday charged with murder in a shooting rampage at a New Year's Eve party in Lowell.
20-year-old Jameson Phoun and 19-year-old Sothy Voeun were arraigned on murder charges in Lowell District Court.

Prosecutors say the men were escorted out of a party at a home on Grand Street early Saturday morning and came back fifteen minutes later with guns.
20-year-old Corinna Ouer of Lowell was killed. Seven others, including a 14-year old boy, were wounded.
"I would certainly refer to it as brazen. I would certainly refer to it as lawless. I would refer to it as tragic and troubling as well," Middlesex County District Attorney Gerry Leone said outside court Monday.

The prosecutor said that without the quick work of emergency responders, there might have been eight people dead at the basement party.
