Who is to blame for the Texas winter storm power failure?

Severe cold weather knocked out power to millions of Texas residents, causing a massive spike in demand statewide. The state has a free-market approach to energy -- prices are not fixed as they are in many other parts of the country -- so some were hit with massive bills.
