A review by Miami-Dade Fire Rescue has concluded that a voice heard in the rubble of the Surfside building collapse was Theresa Velasquez, a 36-year-old music industry executive from Los Angeles, according to a memo obtained by CBS Miami. Jim DeFede reports.
