Officers caught on video pepper spraying handcuffed 9-year-old girl are on leave
Outrage is growing in Rochester, New York, after a 9-year-old girl, who was threatening suicide, was handcuffed and pepper sprayed while in the back of a squad car. The city and the police department are investigating.
