New bill aims to help wrongfully-detained Americans upon return to U.S.

Two years after Russia released Paul Whelan from a wrongful detention that lasted over five years, the Marine veteran is working with Democratic Rep. Haley Stevens of Michigan to try to make life easier for people like him upon their return to the U.S. Whelan and Stevens join "The Takeout" to unpack the proposed legislation.
