Government shutdown could affect food stamps, tax refunds

Millions of Americans who receive benefits from the country's food-stamp program, known as SNAP, could have their assistance cut off because of the partial government shutdown. Also, the IRS has been forced to send home 90 percent of its employees ahead of its busiest season, which could delay tax refunds.
