Police identify alleged shoplifter fatally shot by Decatur police

Decatur police have identified the man shot and killed outside a Walmart store on Tuesday night. The man was allegedly shoplifting and fleeing from officers when the incident occurred. The Texas Rangers have taken over the investigation.
