Death toll reaches 135 statewide ; Gov. Abbott promises better warnings and response

Statewide, 135 deaths have been attributed to flash flooding on July Fourth and days after; 116 deaths are from the Kerrville area. In San Angelo Thursday, Gov. Abbott talked about addressing flooding and early warnings when the legislature's special session starts Monday.
