Abbott expands special session agenda to include legislation punishing quorum-breaking lawmakers

Gov. Greg Abbott has expanded the agenda of the ongoing second special legislative session to include penalties for lawmakers who intentionally break quorum — a move aimed at Democrats who walked out during the first session.
