Temporary Order Blocks Licensing Of Family Detention Centers

SAN ANTONIO (AP) — An immigrant rights group has obtained an order to block bids by two South Texas family detention facilities for licensure as residential child care centers.

A state district court judge in Austin issued the temporary restraining order late Friday that prevents Texas from proceeding with its emergency licensing process.

State licenses are needed because of a federal judge's ruling in August that detention facilities couldn't hold immigrant children without adequate licensing. The immigrant rights group that obtained Friday's order has argued that licensing was being fast-tracked without proper procedure. The order will allow more time for the state judge to resolve the issue.

The detention centers opened last year in response to tens of thousands of mothers and children arriving from Central America. They are overseen by federal immigration authorities.
