Local Sex Offenders Arrested For Halloween Parole Violations
FORT WORTH (CBSDFW.COM) - On Halloween night, Texas Attorney General Greg Abbott's Fugitive Unit arrested three North Texans.
All of the men were previously convicted sex offenders who committed parole violations. The conditions of their parole required them to remain at their residence and avoid children who were trick-or-treating on Halloween.
On November 1, Willard Keon Vines was arrested in Dallas. The 29-year-old was convicted in Dallas County of solicitation to commit sexual assault of a child.
Edward Charles Perkins was arrested on November 2 in Fort Worth. The 32-year-old was convicted in Tarrant County of indecency with a child by exposure, in 2004.
In 1994, Donald Ray Howard was convicted in Dallas County of sexual assault of a child. The 50-year-old was arrested on November 3 in Dallas.
The arrests were made during Operation Safe Halloween, a joint effort between the Fugitive Unit and the Texas Department of Criminal Justice Parole Division (TDCJ).
