Could Orlando Scandrick Be Reinstated This Week?

DALLAS (105.3 THE FAN) -- Player representatives from the league's 32 NFL teams will spend the next 24 hours reviewing the details of a proposed new drug policy, according to NFL.com.

A new agreement could be adopted this week, which could potentially be huge for the Dallas Cowboys.

The new agreement would introduce HGH testing, which would start immediately.

It would also address a number of other issues, which NFL.com lays out.

1) There would be reform in marijuana testing. The threshold for the A sample is expected to be raised from 15ng/ml to match normal workplace standards in other businesses. Also, the first suspension for marijuana would be two games, rather than four.

2) Offseason violations for amphetamines would move from the policy on performance enhancing drugs to substances of abuse.

3) There would be reassessment of penalties already levied on players for drug violations during the 2014 league year.

For players like Orlando Scandrick, who is currently serving a four-game suspension for amphetamine use, the second point is key.

Scandrick's violation would no longer fall under the "performance enhancing" category. If reassessed under the new policy, Scandrick would likely enter the league's substance abuse program. There would be no suspension for a first-time offender.

Scandrick's agent, Ron Slavin, made this argument last month on 105.3 The Fan, saying his client took a recreational drug -- not PEDs.

"Like I said, 25 to 30 guys are thinking the same thing that Orlando and I are thinking today. They're getting suspended four games for things that have nothing to do with PEDs."

The NFL.com report states that a deal is not imminent, as players and the league are working through a number of sticking points. It is also possible that negotiations are tabled until 2015.
