Proposed legislation could give cities the ability to raise taxes for emergency services

A new bill proposed in Harrisburg would give cities such as Lower Burrell the option to levy new taxes to help fund their emergency services. KDKA's Chris DeRose reports what this could mean for those towns in Westmoreland County.
