Ordinance Proposed To Crackdown On Animal Behavior
WHITEHALL (KDKA) --- Whitehall is considering an ordinance that would crackdown on offensive odors from animals, as well as dogs that won't quit barking.
It basically beefs up an existing ordinance, according to Council President Glenn Nagy.
Under the proposal, people in Whitehall would still not be able to raise animals such as horses, chickens and bees.
"Basically what you're trying to do here is regulate common courtesy," Nagy says.
In addition to that, people would not be allowed to feed feral cats or create conditions that might attract wild animals.
"My opinion is talk to the neighbor instead of calling the cops first," says dog owner Vivian Kirk.
Also, homes that create an offensive odor in the neighborhood because of the animals they have would be in violation of the ordinance.
Finally, any dog that howls, barks, screeches, yelps or bays for more than a half hour would be considered a nuisance.
Nagy says council will vote on the ordinance next week, and he expects it to pass.
