One person killed in shooting at an Elks Lodge in Westmoreland County

One person is dead after a shooting at a Westmoreland County Elks Lodge.

According to information provided to KDKA-TV, around 3 a.m., police were called to the Elks Lodge on 3rd Avenue in New Kensington for a reported shooting.

Once they arrived, they found a man had been shot, and they were taken to the hospital for treatment. The man was later pronounced dead. He was later identified as Jeffrey Ballard, according to the Westmoreland County District Attorney's Office.

Detectives reviewed surveillance video from the interior and exterior of the Elks Lodge, which aligned with what witnesses and the victim told investigators.

Witnesses told investigators that an altercation had occurred inside the bar between two men. One of the men was escorted out of the bar, and moments later, shots were fired outside the building, per a media release from the Westmoreland County District Attorney's Office.

Another witness, who was outside when the altercation occurred, observed a larger male with dreadlocks and the lodge's bouncer, Ballard, assaulting another man in the parking lot area beside the club, according to investigators.

Police said the witness saw the male with dreadlocks pull a handgun from his sock and begin striking the male in the head with the firearm.

While the male with the dreadlocks was striking the male on the ground, the witness told police the firearm discharged and struck Ballard in the leg.

One man involved in the altercation and assault was identified as Steffon Ballard, 38, the brother of Jeffrey Ballard.

"It's scary," said one neighbor who didn't want to be identified. She said she feels safe living outside of the shootings that take place every so often, but says she feels shootings happen everywhere.

"I just don't be out. I go to work, I come back, I just don't be out hanging around," the neighbor said.

Resident Tonni Saganis says she recognizes New Kensington has a bad reputation, and this latest shooting won't help, but she does feel safe here, saying the problems are isolated to the lodge.

"Typically, this is a really nice neighborhood. It's quiet, except for when the club opens," Saganis said.

Steffon Ballard is now facing several charges, including criminal homicide, attempted homicide, and aggravated assault. A warrant for his arrest has also been issued.
