Washington County Woman Accused Of Keeping Sister In A Cage Pleads Guilty

WASHINGTON COUNTY (KDKA) - The woman accused of keeping her sister in a wooden cage has pleaded guilty.

Leona Biser of Washington County admitted to keeping her sister in the cage so she could steal her social security payments.
