Waterspout caught on camera near Island Beach State Park in New Jersey. How do waterspouts form?

You don't see them very often in person, but a waterspout was spotted at the Jersey Shore. It was captured on camera near Island State Park in Ocean County. The National Weather Service confirmed the waterspout came ashore on the southern end of the island. Meteorologist Grant Gilmore explains how these fair weather waterspouts form.
