Philadelphia's only rape crisis center, WOAR, receives temporary funding relief

Not only is the federal government shut down, but Pennsylvania has been without a budget since June. As Eva Andersen reports, that delay is having a large impact on Philadelphia's only sexual violence resource center, resulting in major layoffs.
