Philadelphia Police Pay $45K In Harassment Suit

PHILADELPHIA (AP) — The city of Philadelphia has paid a $45,000 settlement to a police inspector who accused a deputy commissioner of harassment.

The city reportedly made the payment this month to Debra Frazier, who had filed a federal discrimination lawsuit against Deputy Commissioner William Blackburn in May 2012.

Police Commissioner Charles H. Ramsey says he continues to have full faith in Blackburn.

Frazier claimed in her lawsuit that Blackburn frequently texted and called her at all hours of the night beginning in June 2008, when she was assigned to a narcotics unit.

Investigators say Blackburn denied ever making any romantic advances toward Frazier.
