Montco Commissioners OK Line Of Credit To Get County Through During State Budget Impasse

NORRISTOWN, Pa., (CBS) -- As Montgomery County Commissioners give the 2016 budget a stamp of approval, they also approved borrowing money as the budget stalemate drags on in Harrisburg.

"This is a direct result of the state budget impasse."

Montgomery County financial officer Uri Monson, who says the county has enough cash to get to the end of the year, but they'll need to borrow to cover payroll and other operating expenses until taxes start rolling in, in April. Typically he says, that would be covered by the reserve fund, but that's depleted as that money was used to pay for human services, that under normal circumstances would be covered by state funds.

Commission chairman Josh Shapiro pointed out county employees, including the commissioners wouldn't be paid if the county did shut down.

"Is it true the legislatures are being paid right now even though they don't have a budget?"

Monson's response:

"They have in previous years set aside large caches of funds reserve funds for themselves so they'd be able to pay themselves out."

Monson says Governor Wolf and the treasurer gave the okay to funding for two caucuses to continue to fund members and staffs.
