CBS3 Pet Project: PSPCA Takes Over Failing Shelter
PHILADELPHIA (CBS) -- The Pennsylvania SPCA has found yet another way to help animals looking for a forever home.
The mayor of Lancaster, Pennsylvania asked the PSPCA to take over a shelter that was apparently failing -- and the PSPCA stepped up and is there now.
