Bucks Pair Accused of Helping Drivers Cheat CDL Tests

A Bucks County, Pa. couple and seven others have been charged with a fraud that authorities say put over 300 potentially dangerous drivers on the road behind the wheels of buses, trucks, and tractor-trailers between 2007 and 2010.

KYW's Tony Hanson reports that prosecutor Michelle Morgan Kelly says Vitaliy and Tatyana Kroshnev operated "International Training Academy", advertised in Russian newspapers in numerous states and then helped applicants from out of state by providing false residency documents:

"They fraudulently ushered hundreds of people through the process from 26 different states."

Morgan Kelly says the Kroshnev's also provided interpreters who helped the applicants, actually providing the answers to the written part of the test administered by PennDOT:

"These are things the driver had to have knowledge of for the safety of everyone in the community, not only residents of Pennsylvania but residents from all over the country."

A PennDOT spokeswoman says the agency has not yet gotten a list of the drivers who allegedly cheated, but once it gets the list it will review them on a case by case basis to determine what action should be taken.

The Kroshnevs are in custody and scheduled to face a hearing on Friday.
