City Council Considering Anti-Tethering Measure For Dog Owners
NEW YORK (CBS 2) -- It may soon be illegal in New York City to restrain your dog outdoors for excessive periods of time.
The New York City Council is considering an anti-tethering measure that would ban dog owners from tethering their pets outside for longer than three hours in a 12-hour period.
City Councilman Peter Vallone introduced the bill, saying animals are harmed mentally and physically by being restrained for long periods of time.
The ASPCA is also backing the bill.
