Minneapolis Mayor Frey addresses property tax hikes
Mayor Jacob Frey delivered his annual state of the city address Tuesday, and touted achievements in building more affordable housing. But he also admitted the city faces challenges when it comes to property values downtown, which could raise property taxes.
