CBS News Miami's Jim DeFede talks with State Representative David Borrero about HB 399, a bill he introduced in Tallahassee that would take the power to make changes to Miami-Dade’s Urban Development Boundary (UDB) out of the hands of county officials. Borrero defends the legislation, calling it an attempt to fix an outdated boundary line that has landlocked the county and contributed to Miami’s expensive home market.
