ARLINGTON (CBSDFW.COM) - Police in Arlington say they have completed a series of witness photo lineups and have released a picture of the man they say is not only a hit-and-run driver, but also the person who opened fire after causing a second, deadly, accident.

Thomas Lester Harper is in the Arlington City Jail, facing murder and intoxication manslaughter charges.

The 27-year-old Arlington man is accused of being the person who fled the scene of a three-vehicle accident on Wednesday. According to police, several witnesses saw that accident and followed Harper, trying to get his license plate.

Witnesses say Harper, who had two of his children in the SUV was traveling in excess of 100 mph when he then hit a pickup that was stopped at the intersection of N. Collins Street and Brown Boulevard.

The man inside that pickup, 42-year-old Najee Nasir, was pronounced dead at the scene.

Witnesses told CBS 11 that another man was walking up to Harper's SUV, in an attempt to offer aid, when Harper fatally shot him. That victim, 18-year-old Clarence Robinson, also died at the scene.

Robinson just recently dropped out of Lamar High School in Arlington.  Nassir had recently moved to Arlington from Ohio.

Police say they don't believe the accident to be a case of road rage or alcohol related, but believe the incident could possibly be drug related.

Bond for Harper, who is also facing child abandonment charges, has been set at $555,000.
