Did A Texas College Deny Men Admittance Because Of Ebola?

CORSICANA (CBSDFW.COM) - Are some students, expecting to attend classes in North Texas, being denied a higher education because of Ebola?
CBS 11 News has learned that Navarro College is refusing to admit at least two Nigerian men to the school because of where they're from.
A letter, sent to us by the student's uncle who did not want to be named, is posted below, but in the first paragraph clearly states, "Unfortunately, Navarro College is not accepting international students from countries with confirmed Ebola cases."

After we made inquires DeWayne Gragg, the Vice President of Access & Accountability at Navarro College, sent a response, that was copied from the school's website, saying -
"Our college values its diverse population of international students. This fall we have almost 100 students from Africa. Unfortunately, some students received incorrect information regarding their applications to the institution. As part of our new honor's program, the college restructured the international department to include focused recruitment from certain countries each year. Our focus for 2014-15 is on China and Indonesia. Other countries will be identified and recruitment efforts put in place once we launch our new honors program fall 2015. We apologize for any misinformation that may have been shared with students. Additional information regarding our progress with this new initiative will be posted on our website."
Mr. Gragg's response did not state whether the school has a policy of not allowing students from Ebola affected countries. When we inquired further, trying to get clarity on the "incorrect information regarding their applications" and policies regarding infectious diseases, Mr. Gragg sent the one-line reply, "The prior email speaks for the college."
In August, Elizabeth Pillans, the Director of International Programs, did send a letter to students informing them that there had been "immediate changes in the Navarro College International Program." The letter mentioned a partnership with American Honors, but said the program would "recruit international and American students to the American Honors program at Navarro College." There was no mention of students from specific countries only being allowed to attend the college and enter the program.
