State Bills Woman Killed In Crash For Road Damage

ELKRIDGE, Md. (AP) -- A 21-year-old Maryland woman who was killed in a May car crash has been billed by the state for repairing the guardrail her vehicle struck.

Sarah Marie Stebbins of Elkridge wasn't there to open the bill.

The Baltimore Sun reports her grieving mother, Valerie Stebbins, opened the letter to find a $640 repair bill.

Sarah's father, Tom Stebbins, says they were "mortified" because the state also sent a copy of the accident report that the family didn't want to see.

Charlie Gischlar, a spokesman for the State Highway Administration, says the letter was "inexcusable." The agency bills for damage in routine crashes but not when the driver is killed. The family is not expected to pay.

The agency's acting head Darrell Mobley has called the Stebbins family to apologize.
