Former Md. Court Official Pleads Guilty In Up-Skirt Photo Case

UPPER MARLBORO, Md. (WJZ)— Former Montgomery County District Court Commissioner Israel Mangroo has plead guilty to one count of misconduct in office after being charged with taking an up-skirt photo of a Montgomery County Assistant State's Attorney.

"Mr. Mangroo used his position of authority to take advantage of an unsuspecting attorney who was just trying to do her job and ensure justice was served in a fair manner," said Prince George's County State's Attorney Angela Alsobrooks. "His actions violated the victim's rights and privacy as well as the public trust and I'm pleased that he has accepted responsibility for what he did."

According to authorities, the incident happened on November 21, 2015, when Mangroo called the victim—an employee in the Montgomery County State's Attorney's Office– to his office to clarify something on his computer.

Authorities say during this time, Mangroo allegedly placed his cell phone in a position to take a photo of the woman.

The victim reports seeing a flash or shutter movement from the phone.

Mangroo pled guilty to one count of misconduct in office and was sentenced to 1 year, suspend all, with 18 months of supervised probation.

He was also fined $100, ordered to perform 100 hours of community service, write a letter of apology to the victim and attend sex therapy/education classes.
