Judge rules NYC's stop and frisk unconstitutional

A federal judge has ruled the way police officers are stopping and frisking tens of thousands of New Yorkers is violating their civil rights. The judge wants a federal overseer to fix the crime fighting tool, but Mayor Bloomberg is vowing to appeal. Marlie Hall is at New York's City Hall with the latest.
