Some U.S. states say they can't reopen without testing

Governors in states with stay-at-home orders say they are eager to lift them, but not until there is enough testing to know if it is safe. Weijia Jiang reports that the Trump administration continues to face backlash for not having a national testing strategy. Public health experts say testing would have to at least triple the current rate before the country can safely reopen.
