Riverbank, California proposes tattoo parlor moratorium

Tattoo artists and customers are upset over the city of Riverbank, California's effort to connect tattoo shops with gangs, drugs, and diseases. The city has adopted a temporary moratorium on new tattoo shops. KOVR's Kelly Ryan reports.
