Female genital mutilation charges dismissed in Detroit-area case

A federal judge in Detroit ruled Tuesday a federal law banning female genital mutilation is unconstitutional. Charges against eight people, including two Michigan doctors, of genital mutilation of nine girls at a Detroit clinic were dismissed.
