Arrest made in crash that led to Donald Collins' death

25-year-old Juan Francisco Garcia turned himself in on Monday evening. The Dallas County Sheriff's Office says that Garcia was driving a tow truck that caused an accident. Collins was hit and killed helping people at the scene.
