Texans are tuning out more than Amber Alerts, with the highest opt-out rate in the country for wireless emergency alerts.
The Blue Alert is named after two New York City police officers killed in an ambush attack on December 20, 2014.
A CBS News investigation found numerous examples across the U.S. where emergency officials failed to issue timely alerts to warn the public about safety threats — or never issued an alert at all.
Nearly 400 people are expected to participate in the interagency collaboration on July 26.
