PPA to begin enforcing Smart Loading Zones in parts of Philadelphia
With the 30-day warning period over, drivers in Philadelphia will start receiving tickets if they park in the city's Smart Loading Zones without registering. Reporter Ray Strickland talked to drivers about the new program.
