More than a dozen cars caught in flooded parking garage in Spring Garden
Multiple cars were still sitting in at least a foot of water Sunday morning after a parking garage in Philadelphia's Spring Garden neighborhood flooded Saturday afternoon. Tow trucks had to remove several cars that were unable to drive out of the garage at 16th and Callowhill.
