Man believes plow driver intentionally blasted him with snow in Philadelphia's Fishtown neighborhood
Jeff Hart, a longtime Fishtown resident, said a snowplow driver deliberately dropped his blade and blasted him with snow and ice while he was shoveling before work Monday morning.
