DA files motion to reinstate murder charge against ex-Philadelphia cop in Eddie Irizarry shooting
The Philadelphia District Attorney's Office filed a motion Tuesday afternoon to reinstate charges against Mark Dial, including murder, voluntary manslaughter and aggravated assault.
