PHILADELPHIA (CBS) -- Three people were shot, including a young girl, in Philadelphia's Kensington neighborhood on Thursday afternoon. Police said the shooting happened on the 300 block of East Allegheny Avenue. 

Two adults and an 8-year-old girl were shot in the street, police said.

The 8-year-old girl is a student at Elkin Elementary and one of the adults is a teacher at Conwell Middle School, according to the Philadelphia Federation of Teachers.

In a statement, PFT President Jerry T. Jordan said he was "horrified by another act of senseless gun violence in our city." 

"While I am grateful that all three individuals injured are reported in stable condition, I am so saddened by what they are enduring, and I am angry for them. For too long, elected officials in Harrisburg refuse to allow Philadelphia to pass its own meaningful gun reform," he said in the statement.

Officers on the scene were focused on a motor scooter in the investigation.

"We do know from our preliminary investigation that it was a result of an auto accident," Philadelphia Police Deputy Commissioner Pedro Rosario said.

Police told CBS News Philadelphia that a car was pulling out from Rosehill Street onto Allegheny and then, according to officers, the car struck a motor scooter.

The person on the motor scooter, according to police, got up and then started shooting indiscriminately at people in the direction of the car that hit the motor scooter had taken off.

"He just got up, and as soon as he got up, he was looking for the car that hit him. And he just shot them. He was just shooting up at everybody," witness Wilfredo Figueras said. "He didn't care who he was hitting. He was shooting at everybody. The way he just got up, he didn't check if he was good or nothing or if everybody was OK. He was just shooting like crazy."

The 8-year-old girl was shot in the head and was taken to St. Christopher's Hospital for Children. A 45-year-old man was shot in his left leg and a 47-year-old woman had two gunshot wounds to the right side of her face and a graze wound to her left shoulder.

"Police arrived and located two adult victims. The one victim was shot in her car. The second adult victim was a pedestrian," said Rosario. "Then shortly thereafter, we found out that there was a third victim, a juvenile. She was also in a vehicle being picked up by her father stuck in traffic when she was struck."

The woman and man were taken to Temple University Hospital by medics.

Police said all three are in stable condition and are expected to be OK.

Philadelphia police are searching for a man who was seen wearing a Gap sweatshirt, black pants and one Nike shoe in connection with the shooting.

Police said the man is considered armed and dangerous and urged anyone with information to call 911 or 215-686-TIPS (8477).
