Officials ID gunman, wounded agent in ICE shooting

FBI officials late Friday identified two of the three Immigration and Customs Enforcement agents involved in an office shooting that left one agent dead and another wounded.

Officials say that deputy special agent in charge Kevin Kozak was speaking with a subordinate officer, Ezekial Garcia, Thursday about Garcia's job performance and that when the conversation escalated, Garcia opened fire.

Kozak was wounded and is in stable condition at a nearby hospital, where officials say he is alert and speaking.

A third ICE officer intervened, fatally shooting Garcia before anyone else could be harmed. That officer has not been publicly identified, and investigators said he is asking for privacy.

Investigators would not give specific details of the apparent dispute, except to say that Kozak was "counseling Garcia with regard to his performance."

But a federal official who spoke to the Associated Press said that Kozak may have been targeted for rejecting a transfer request from Garcia. The official with knowledge of the investigation wasn't authorized to speak publicly but agreed to speak on condition of anonymity.

Steven Martinez, the assistant director in charge of the FBI's Los Angeles office described the case as "workplace violence involving two federal agents in their office space."

The shooting happened just before 6 p.m. Thursday on the seventh floor of the Glenn M. Anderson Federal Building in Long Beach, about 20 miles south of downtown Los Angeles. The Long Beach federal building houses ICE, the Internal Revenue Service and the U.S. Probation and Parole Office.

Long Beach Police Department Deputy Chief Robert Luna praised his officers, saying they arrived at the scene within two minutes of the shooting and did not hesitate in entering the building and securing the scene in the face of a still uncertain situation.
