Man Allegedly Gouges Out Man's Eye

ST. PAUL, Minn. (AP) -- A 28-year-old St. Paul man allegedly gouged out another man's eye with a nearly 3-foot-long ice scraper.

Justin L. Mulligan was charged Wednesday with first-degree felony assault in Ramsey County.

According to a criminal complaint, the victim and another man knocked on the apartment door Monday night of Mulligan's female friend, who called Mulligan because she was scared.

St. Paul police responded after they heard Mulligan shouting, as he stood outside a car. The complaint says Mulligan smashed a window with the ice scraper and struck a man inside.
Police found the victim bleeding, with his eyeball hanging from his socket. The eye was a permanent loss.

Mulligan was allegedly drunk and admitted having anger problems. The ice scraper used in the alleged attack broke from the force.
