Prime Minister declares Jamaica a disaster area as rescue and clean-up efforts begin

The devastation in Jamaica is starting to become clear as officials assess damage, which includes parishes underwater, cars flooded, and homes destroyed. More than 15,000 people are in shelters across the country.
