Atmospheric river triggers rescues as flooding worsens across Pacific Northwest

Flood alerts are in effect across the Pacific Northwest as a second wave of heavy rain from an atmospheric river pushes into the region. Western Washington is already experiencing major river flooding, with at least 18 areas expected to reach flood stage by tomorrow — some possibly setting records.
