A South Florida parkgoer says he was swarmed and bitten by bats at a SW Miami-Dade park earlier this week.
The U.S. Centers for Disease Control and Prevention said the new rules are aimed at preventing the spread of rabies.
That puts both the animal, and their human, at risk
