Proposition 36 helping Inland Empire authorities crack down on retail theft

Nearly 70% of Californians voted to pass Prop 36, which increases the penalties and allows for felony charges against repeat shoplifters. Inland Empire authorities say this is helping them crackdown on the crime. Nicole Comstock reports.
