The suspect was taken into custody after crawling out of the burning apartment around 9 a.m. Rina Nakano reports.
The victim was identified as 48-year-old Los Angeles resident Carlos Hernandez. He leaves behind a wife, two sons and a daughter.
The intersection of Central Avenue and Imperial Highway were closed for some time Wednesday morning as authorities investigated a fatal shooting, after a man was found shot to death inside of his vehicle.
