When president Tom Lewand and general manager Martin Mayhew took over in December 2008, at the end of the NFL's first 0-16 season, they talked about having a plan and executing it. Since coach Jim Schwartz came aboard in January 2009, he has said repeatedly that the Lions' No. 1 need is talent.
