Neighbors say they caught suspect in sex abuse of 11-year-old girl, but police say no one is in cust
The family of an 11-year-old girl who was sexually abused in Washington Park last week is asking authorities to formally charge a man neighbors confronted on Monday, claiming the girl identified him as her attacker.
