Chicago Park District says accused Douglass Park shooter had previous conflicts, announce reforms

The Chicago Park District said their internal investigation of a lifeguard charged with murder for the shooting of two teen boys in Douglass Park revealed some previous conflicts with visitors and staff. They announced new reforms Tuesday.
